Before we jump into the issue of accessibility is appropriate to clarify the sense in which that term is used in computing and distinguished from usability.

Accessibility refers to "the ability of computer systems, in the manner and to the extent permitted by technological knowledge, to provide services and information accessible to those who need supporting technologies or special configurations.

Usability is defined as "the effectiveness, efficiency and satisfaction with which specified users achieve specified goals in particular contexts." In practice, defines the degree of ease and satisfaction with which the human-tool interaction is accomplished.
